Summary
Tennessee's Safe Schools Act provides funding to support a wide range of measures schools can enhance school safety for their students. Funds may generally be used to support a wide array of school safety efforts that include, but are not limited to:
- improved physical school security (e.g. perimeter control, access control, vehicle control, visitor management, communications, surveillance, signage, etc.);
- School Resource Officer or School Security Officer;
- emergency operations planning;
- violence prevention programs;
- conflict resolution;
- safety training for staff members.
School districts have flexibility in determining how to best utilize available funding; however, applications must demonstrate a clear connection between funding efforts and the vulnerabilities identified in their 2023-24 school security assessments.
Funding for non-public schools has also been made available through this program for the 2023-24 fiscal year. Renewal of funding for non-public schools is not anticipated after this year. In developing their application, non-public schools are encouraged to consider first conducting a school security assessment to guide efforts in best utilizing school safety funding.

Up to $20,000,000 was available in 2021.
Additional Information
Funds must be used to decrease the likelihood of violence or disruptive behavior occurring and to protect students and staff from harm when violence may occur. Generic safety concerns such as fire alarms, sprinklers, updated playground equipment, vehicles, ATV's, vape detection sensors and K-9 detection, etc. do not fall within the realm of allowable expenditures for the Safe Schools Grant Program.
Non-public schools who receive funding must only utilize equipment purchased with this award within the property of brick-and-mortar school buildings that are subject to educational occupancy inspections by the State Fire Marshal. Additionally, any services contracted must be linked to addressing the safety of students and staff within the property of those brick-and-mortar school buildings.
Eligibility Details
Eligible applicants for public school funds are Tennessee school districts. Each authorizing district must ensure that all schools, both traditional and charter, are included in the project plan for Safe Schools Grant funds.
Eligible applicants for non-public school funds are those non-public schools which are designated within one of the Tennessee State Board of Education policy's five non-public school categories and recognized as doing so by the Tennessee Department of Education.
Deadline Details
Applications for public schools were to be submitted by September 29, 2023. Non-public schools were to submit an "Intent to Apply" form by August 4, 2023. Final applications for non-public schools were to be submitted by October 27, 2023. Renewal of funding for public and non-public schools is not anticipated for FY2025. Future deadlines are contingent upon the availability of funding.
Award Details
Up to $40,000,000 is available in 2023 for allocations to public schools and $14,000,000 for allocations to non-public schools. Funds are allocated to school districts based upon their Average Daily Membership (ADM). Funds are allocated to non-public schools based upon their Pre-K through 12th grade enrollment numbers in the last month of the 2022-23 school year. The project period lasts from the date the application is approved until June 30, 2024. Cost sharing/matching is not required.
